
On the positive side, it's free and it works (for 1 image). You have to choose a section of screen, then you can "adjust" it from there. You might be able to use Irfanview to extract all of the frames from a GIF and convert them to PNG. It will only display 1 image and you can only have 1 instance of the program running at a time.

I did find one, but it's not perfect and is very limited.
